Tax Payer Money and Larry Smith's Campaign

What really makes me mad about the $20,000 (approximately) that is talked about being spent to "educate the public" is really money being spent for Larry Smith's re-election campaign! Correct me if I am wrong, but I am pretty sure that is illegal! This "educating the public" can wait til after the election. Calfire is not due to take over til July 2015 and as far as we know, a contract has not been signed.
